Kimmel, of Amarillo, Texas to coordinate a broad federal program to rehabilitate the soil conservation, resettlement and AAA wind erosion program in 100 counties, compromising 140,000 sq. miles, in Texas, Oklahoma, Kansas, Colorado, and New Mexico.
