As great a states-man as he was a warrior, Charlemagne devised a newpolitical institution to overcome the constant tendency tolocal independence, and to hold the counts under a closeresponsibility to the government. This institution was theoffice of the missi dofninici, or kings messengers. The counties of the Empire were grouped together intocircuits.
