Likeall measures which represent theassent of many minds, the bill assubmitted to Congress represents acompromise on certain points. Boththe railroads and their employeesadmit that the arbitration board ofthree, as provided by the ErdmanAct, as it now stands, is too smallwhen the interests affected are theinterests of a whole section of thecountry and not a single agree that when a single rail-road is concerned a board of threeis better than a larger board.
