Y Express Companies Must Paythe Stamp Tax. Suits have been brought in various sec-tions of the country todeteimine whoshall pay the stamjj tax on express com-panies receipts. The companies haveendeavored to impose this burden on theshippers, but those who handle a greatdeal of express business object to assum-ing it, believing that Congress intendedin this way to tax the revenues of the ex-press companies. The first decision inthis matter was rendered in Chicago lastweek by Judge Tuley, the question hav-ing been brought before him thiough anaction by the llHnois ManufacturersAssociation against the United StatesExpress Company. Judge Tuley decidesthat the Express Company must pay thestamp tax, agreeing with the opinionannounced some time since by officialsof the Treasury Department. He admitsthat the language of the law relating tothis particular point is ambiguous. Itdoes not state that the express compa-nies shall attach and cancel the stampre
