Marathon put $ billion in renovations into the refinery to accommodate the increased flow of tar sands crude coming from Alberta, Canada. The expansion brought the facility directly next to homes in the neighborhood - the most polluted zip code in Michigan - but Marathon refuses to offer them a buyout to relocate.
