New York Guard Sgt. Juan Ocasio and Specialist Jose Castro adjust the antenna mast for a mobile UHF radio designed to be used as part of the Division of Military and Naval Affairs Military Emergency Radio Network, or MERN system, during emergencies during training on Jan. 30. The New York Guard is a state volunteer force which augments the New York National Guard during state emergencies. Each New York Guard brigade will have a team of MERN operators.
