Oklahoma Army National Guardsman Col. Hopper T. Smith was promoted to the rank of brigadier general on at the Oklahoma State Capitol on November 20, 2012. The promotion ceremony was held in the Blue Room at the Capitol at 4:00 Oklahoma Governor Mary Fallin and Maj. Gen. Myles Deering, the adjutant general for Oklahoma, were the senior officials at the ceremony. Smith’s wife and Gov. Fallin “pinned” Smith to the rank of brigadier general. Gen.
