Penny Porter speaks at Naturalization Ceremony. On Thursday, June 20th, 2013, Harpers Ferry National Historical Park partnered with the Citizenship and Immigration Services, Pittsburgh Office to hold a naturalization ceremony in the park. Twenty candidates for citizenship took the oath and became American citizens. A member of Senator Jay Rockefeller's staff was the first to address the newly naturalized citizens as her fellow Americans.
