Gage, Governor of California: Sir: Under an Act of the Legislature, approved March 27, 1897,there was appropriated, out of any money in the State Treasury nototherwise appropriated, the sum of $300,000, to be paid to the AuditingBoard to the Commissioner of Public Works, to be expended in executingplans of river improvement recommended in a report of the Com-missioner of Public Works, dated November 16, 1896, which report wasadopted by the Legislature and made the basis of operations forpromoting drainage and improving and rectifying river channels, as faras practicable, to be carried out and finished as provided in the Act.
