A fuel truck operator delivers gasoline to a Hess gas station in the Clinton neighborhood of Manhattan in New York on Friday, November 2, 2012. Motorists and people with gas cans waited as long as six hours and two hours respectively in order to fill their tanks. New York State Governor Andrew Cuomo and New Jersey Governor Chris Christie have announced plans to ease the shortage of gasoline.
