The proclamation of Governor Low- den, of Illinois, March 24, which modi- fies the previous state quarantine against the European corn borer, shows in three principal ways the influence of the federal quarantine established March 15. The revised proclamation became effective April 1. It adds Pennsylvania to the territory previously affected, including, however, the whole state, whereas the federal quarantine refers to only one town therein. It adds asters, cosmos, zinnias and hollyhocks to the flowers affected. The third and most significant change is that, while excluding the cut flowers and entire plants of gladioli and dahlias, it admits, in addition to their seeds, "the corms of gladiolus and the tubers of dahlia, when accompanied by a cer- tificate of inspection of a federal or state inspector, certifying that they are free from stems or any parts ; The Better Solution. When the first Illinois quarantine, re- ported in The Review of January 15, was issued, objection was raised because gladiolus corms and dahlia tubers were subject to the quarantine provisions. P. A, Glenn, chief inspector of the Illi- nois state department of agriculture, re- plied that these bulbs "were included in this quarantine because we under- stand that a part of the stem is fre- quently attached to them when shipped, and it is this
