Galler Page 2 April 15, 1976 Pg. 114 - There is a need to identify the criteria for determining an orphaned walrus calf as opposed to an abandoned calf, a non-orphaned calf, or a juvenile. Although it may not be large, a harvest loophole appears to exist and may cause regulatory problems. Pg. 128 - Statement (1) notes that Marine mammals may be taken legally only "with a hand-held rifle using a centerfire cartridge, except rifles capable of fully automatic fire" is ambiguous. The statement should simply identify the minimum caliber weapon and ammunition acceptable.
