When this report was read — by Secretary Young, in the ab- sence of James Mc- Ilutchisou, chair- man of the commit- tee, at present in hospital at Waver- ley, Mass., in conse- quence of severe in- juries received in an automobile accident —it was at once ap- parent that its state- ments relating to quarantine 37 were not concurred in by all thdse j)resent. E. G. Hill asked for the floor and repeated the statement he Imd made at the quarantine ••onfer- e?+ee at Washington.
