HE Baltic Fleet, which, under Admiral SirRichard Dundas, assembled at Spithead inMarch 1855, was, in many respects, much*f* stronger, better maimed, and more thoroughlyequipped than that of 1854, under Sir CharlesNapier. It had, especially, many more small craft—particularly gun and mortar boats—requiring arelatively larger complement of officers and men ;notably of medical officers. But of the latter,as in wars before and since, afloat and ashorethere was a serious deficiency. It was at the time simply impossible to get asufficient number of fully qualified young medicalmen for the navy ; for Turkey and the Crimea hadalready absorbed all those available.
