It is composed of themetropolitans of St. Petersburg, Moscow, and Kiev, the archbishopsof Georgia and Poland, and several bishops sitting in turn. Its deci-sions are of no effect unless approved by the emperor. A third gov-ernment board, reorganized in the autumn of 1905, is the committeeof ministers, while the Council of Ministers constitutes a fourth boardcomposed of all the ministers and the general directors of importantadministrations.
