Before the expirationof these ten days, however, the President may veto the billand return it to Congress with his reasons for refusing toapprove it. If Congress passes the bill again by a majorityvote of two-thirds in each house, the measure becomes alaw in spite of the Presidents disapproval. It is usuallyvery difficult, however, to secure the two-thirds vote neces-sary to override the Presidents veto. If, after a bill has.
