Jones July 1, 1974 - June 20, 1978 Based on his career in operational and command positions in bomber, tanker, training, and tactical fighter units, as well as in various headquarters staff positions, General Jones became the Vice Commander in Chief and then Commander in Chief of United States Air Forces in Europe. In his capacity as Commander of NATO=s Fourth Allied Tactical Air Force, General Jones directed an international planning team that integrated central region air forces into a more cohesive organization, creating in the process a small operational and planning headquarters, Allied Air Force, Central Europe. He became the Air Force Chief of Staff in July 1974. In that position, he stressed readiness as the means to meet threats around the world. During a period of austerity for the Air Force, General Jones sponsored the development of such high-technology weapons systems as the FB15, FB16, AB10, and EAB3A AWACS aircraft. He also streamlined Air Force command structures and reduced headquarters staffs. After four years of leading the Air Force, General Jones became the ninth Chairman of the Joint Chiefs of Staff. In that position, he confronted emerging Soviet military and militant Islamic threats to the Persian Gulf region by advocating increased defense funding and strategic force modernization. Furthermore, Jones transformed the Rapid Deployment Force into a regional unified command, the Central Command, to quickly and effectively answer those threats. He also oversaw the planning for the April 1980 attempted rescue of the embassy personnel from Iran. In his second term as chairman, Jones worked to make the Chairman, rather than the corporate Joint Chiefs of Staff, the principal military adviser to the President and the Secretary of Defense as the way to improve the quality and timeliness of military advice and the combined readiness and effectiveness of the nation's combat forces.
