With more than 1600 people killed during 2008 Ciudad Juarez Chihuahua Mexico has seen drug related violence spiral out of control President Felipe Calderon has declared all out war on the drug cartels here by sending more than 7500 army troops and federal police forces to patrol the city and bring order Federal army troops take up tactical positions on street corners during a revision of a man driving without license plates The troops have taken over many of the functions of the municipal police force which was recently purged of corrupt members
