Commis-sioner Herring received his earlyeducation in the public schools ofSan Francisco, and in 1890 enteredthe law office of Reuben \\\ Hent,where he remained until the closeof 1893. leaving to take a ])ositionwith Lyons & Fisher, a well-knownclothing establishment of tliatperiod. After five years ser\-ice in aclerical capacity he left this firm andentered the employ of L. Schwartz& Co., of Portland, Oregon, in the same line of business.
