It had just furnished the colonies witha new grievance by passing the Quebec Act, which estab-lished a despotic government at Quebec to rule the territoryrecently acquired from France, and had placed under thisgovernment a great part of the vast interior of the con-tinent. The Act also conferred large liberties upon theRoman Catholic Church. The measure led the coloniesto fear that a plan was on foot to cancel their libertiesand rule them as Quebec was ruled.
