Organized under the act of the Pennsylvania Legislature of May 15,1861, Introductory Note. PREVIOUS to the breaking out of the rebellion the prediction was madethat if secession resulted 3a hostilities the conflict would be on northernsoil.* The possibility of this event was contemplated by the national authori-ties, and when a, rebellious army began to assemble in northern Virginia, acamp was established at Chambersburg and an army of observation, underGeneral Patterson, was organized to prevent the egress of hostile forces fromthe seceded territory.
