U. in 1860 In 1839 by establishing three state normal schools Massachusetts began anew era in popular education. By 1855 New York, Connecticut, Rhode Island,Michigan and New Jersey had founded similar institutions. Thruont theNorth progressive public men were urging free public schools and the adequatetraining of teachers. The Illinois State Teachers Association, organized in 1853 set up as its twochief objects a free school law, and a state normal school. The free schoollaw came in 1855, but the normal school was delayed. There lay in the statetreasury the sum of $200,000 the proceeds of grants of the Federal government,known as the college or seminary fund. Some members of the legislaturesought to distribute this among existing denominational colleges.
