At first the Turks werevictorious; but when theRussian army laid siege toConstantinople, the Sultangave way, and a preliminarytreaty, which would haveplaced Turkey completelyunder the control of Russia,was signed. Such a state of affairswould have reversed almostentirely all the arrangementsmade after the CrimeanWar, and would have seri-ously threatened Britainssupremacy in the East. Ac-cordingly, the Britishgovernment issued a circularletter to the powers, urging joint action in connection withthe Turkish question. The powers agreed, and a Congress.
