Other affairs, which in most countries are consid-ered common to all parts, such as tariff and currencysystems, were not to fall within the competence ofthe joint ministry or the delegations. They wereto be regulated by agreements concluded between thetwo Parliaments for periods of ten years, exactly asbetween any two independent states, an awkwardarrangement destined to create an intense strainevery decade, for the securing of these agreementswas to prove most difficult.
