The operations of the Ku-Klux-Klan had not only beenlocally violent, but defiant of the Reconstruction acts of Con-gress. Hence the President found his authority practically ig-nored. All the time, too, questions arose as to the constitution-ality of the Reconstruction acts. These occasioned delays andinvited dangers. In the latter part of 1869 the SupremeCourt came to his assistance and greatly strengthened his handsby a decision to the effect that Congress had the power to re-establish the relations of any rebellious State to the decision sustaining the policy of Congress and the Republi-can majority modified the tone of the Democrats, and in a greatmeasure changed their purpose to make Reconstruction a centralparty feature.
