Mr. Young went to Manila and pre-pared the details of and made application for a franchise cover-ing an electric railway and electric lighting system, whichlater was awarded after public bidding, and soon thereafter asyndicate composed of this company and others purchased theexisting horse car system and the steam line nnniing to Mala-l)on. The transformation of the horse carline into an electric system very closelyfollowed the recommendations made intile preliminary report, and at the presenttime the Manila Railway & Lighting Cor-poration is beginning the operation of 30miles of street railway and 10 miles ofwhat might he called suburban lines, andis supplying, from the same power house,liglit and power for both municipal and])ri\ate use.
