The relations of the house of representatives to theroyal governors under the provincial charter were fromthe beginning replete with perils of conflict. If underthe administration of Phips the actual encounter waspostponed, it was partly, no doubt, because the colonistshad not yet learned how far they were to be shorn ofthe privilege of self government which they had en-joyed in the days of the colony. The province charterwas heralded to them as a blessing by the boastfulMather and he claimed that his countrymen owed hima debt of gratitude for his services in procuring itsissue. Until the Privy Council entered upon the criticalsupervision and wholesale rejection of the laws passed
