PERENNIAL SEEDS AND PLANTS When planted once, perennials are permanent and the flowers become better as the plants grow older. We recommend sowing perennial seeds in the spring because the seeds germinate better in cool- er weather and the seedlings have a better opportunity to develop into sturdy plants by fall which per- mits them to winter-over more successfully. The majority of perennials bloom the second year from seed, although some, like Coreopsis and Gallardia, if sown early, bloom the first year. Some perennials are very slow and uneven of germination—seed such as perennial Phlox may lie in the ground a Seeds and Plants marked (X) are suitable for Rock Gardens.
