And the said Court of Common Council shall have powerand authority to make regulations to enable the watch to takeup all persons that are out of their houses after certain times oithe night, under such restrictions and exceptions as the saidCommon Council may deem expedient, and to make all otherprovisions and regulations for the security of said city thai sail!council may deem necessary. And all the regulations and orders of the said CommonCouncil made by them under authority given them by law shallbe binding and obligatory on all persons living and being in thiscity. This action evidently met with the approval of the citizens,as on March 11,
