It would, in fact, be dastardly and undemocratic if theGovernment should penalize the soldier who is forced to renderthe highest duty of the citizen by its failure to provide war in-surance upon peace terms and at net cost, first, because the payof the enlisted men in the Army and Navy is less than the wagesand salaries generally earned in private life, which reduces theirinvesting capacity; and, second, because Government insuranceis an essential war and emergency measure, inaugurated for thespecific benefit of our military forces, and cannot and should notbe conduct
