Luis Ricardo Deza Guzmán, commanding officer of the Peruvian submarine BAP Pisagua (SS 33), at the DESI closing ceremony held aboard Naval Station Mayport, Feb. 26, 2021. The DESI program, established in 2001 by Fleet Forces Command, currently partners with South American submarine-operating navies as they participate in fleet readiness exercises.
