The Town Hall, Elgin the County Council, while the sheriff and his substituteare ex officio members. In 1894 a Parish Council was set up in every parishin Scotland. Its most important duty is the administration ADMINISTRATION 83 of the Poor Law, formerly administered by ParochialBoards. The Parish Council has also to levy rates foreducation, administer the Vaccination Acts, appoint re-gistrars, provide burial grounds, and maintain rights ofway.
