FALKNER, who for the pastthree years has been Commissioner of Educa-tion of Porto Rico, has been appointed secre-tary of the Industrial Economics Department, and en-tered upon his duties August 1. P. It DR. ROLAND P. FALKNER. After graduating from the University of Pennsyl-vania in 1885, with the degree of Ph. B. in the newlyorganized course in Finance and Economy, he im-mediately went to Germany, where he studied Po-litical Economy and Philosophy, at the UniversitiesofBerlin and Halle, taking the degree of Doctor ofPhilosophy at the latter institution, near the end ofthe year 1887. He thereupon went to Paris, when Hespent three months in studying Political Economy atthe College de France. While studying abroad hewas appointed instructor in accounting andstatistics at the University of Pennsylvania,upon announcement of which he returned toGermany and spent the Summer semester of1888 at the University of Leipzig, engaged in thestudy of German Commercial Law. His work as in-structor at the University of Pennsylvania began inSeptember, 1888. He was made associate professorof statistics in the University of Pennsylvania, inthe Spring of 1891, at
