These fresh water fish like roach and rudd have been washed over the high level overflow ramp from the lake above into the turbulent dirty water below. They were trying to swim back up the ramp against the fast flowing shallow water pouring down it. You can see the scales fins and eyes. This is a multiple fish composite image.
