In Louisiana Baker earned a reputation for his ability to disseminate scientific results to the fishing community through publications, presentations and one-on-one discussions. A native of Washington, , Baker. earned his bachelor's degree in biology, with a minor in marine science at the University of North Carolina at Chapel Hill.
