Balfe and Childs have been au-thorized to look thoroughly into the question of im-proving the food conditions, the inquiry extendinginto the methods of purchasing, the quality of thefood materials, the management of the mess-halls,and the deterioration of supplies in transportingthem from the United States to Panama and fromthe Port of Colon across the Isthmus to the variouscamps.
