Residents of the New York neighborhood of Chelsea protest in front of the Bowery Residents Committee 12-story 328-bed homeless shelter project on Thursday, May 5, 2011. The opposition to the project contends that the shelter is too large, is in proximity to parks used by neighborhood children, is not in compliance of local zoning and disregards Fair Share which requires the city to adopt criteria enabling fair distribution of the burdens and benefits associated with city facilities.
