Nevada City, December 1, His Excellency, Henry T. Gage, Governor of California: Sir: On May 28, 1901, I received, at your hands, the appointmentof Debris Commissioner, to succeed the Hon. J. F. Kidder, deceased, andherewith submit a report of the operations of the office since myappointment. It is the duty of the Debris Commissioner to confer with the Cali-fornia Debris Commission relative to plans for debris-impoundingworks, to inspect the same, and to act as disbursing officer on the partof the State, in accordance with statutes approved March 23, 1893, andMarch 17, 1897.
