URING the entire summer andautumn of 1863, Governor Sey-mour and his friends made theproceedings of the Governmentin relation to the enrollmentlaw the object of special andvehement On the 17th of October thePresident made a call for 300,000 volunteers,and at the same time ordered that the draftshould be made for all deficiencies which mightexist on the 5th of January following, on thequotas assigned to districts by the War Depart-ment.^ Shortly after this the Democratic Statecommittee issued a circular making the mili-tary administration of the Government, andespecially the law calling for troops, the objectof violent attack, greatly exaggerating the de-mands of the Government, claiming that nocredits would be allowed for those who hadpaid commutation, and basing these chargesupon a pretended proclamation of the 27th ofOctober which had never been issued.
