Lifebelt on a clifftop, Holyhead, Anglesey, North Wales, UK.
A well intentioned, but probaly misguided installation, because in the event of any accident someone would either firstly have to climb up the cliff to collect the lifebelt and / or after collecting it would have to descend the cliff (both of which would take considerable time), place themselves in severe danger in order to be able to throw it anywhere near the person in the sea, who would probably have drowned by then.
