Thomas R. “TR” Buchanan, commander of Submarine Group Ten, discusses the historic significance of the completion of the Trident Refit Facility Kings Bay dry dock recapitalization project during a ceremony held at Naval Submarine Base Kings Bay, Georgia, Oct. 18.
