Georgetown U. prexy asserts neutrality laws impractical. Urges Pan-American front. Washington, , May 3. Dr. Edmund A Walsh, Vice President of the Georgetown University here and head of the Foreign Service School, told the Senate Committee on Foreign Relations today that no satisfactory neutrality law is possible and suggested a bloc of 21 American republics as a front against foreign aggression in this hemisphere.
