Don't you feel that there is still another obli- gation you may have overlooked in the building up of more business by th^ fact that there has been in operation for over two years a national publicity campaign that has for its principal mis- sion the propaganda of more uses for more flowers, and that in every instance where an advertisement has appeared in the national magazines we have never omitted the paragraph relative to the telegraphing of flowers, which has un- doulbtedly helped every retailer on this continent as well as everyone who either grows or sells flowers in whatever branch of the service he may be? No one doubts the vast amount of good our campaign has done for the sale of more flowers, but somehow it hasn 't reflected itself in the way of subscrip- tions necessary to keep the campaign moving. Where is the weakness in our plan? All agree about the good which publicity has done and will do, and yet there are far too many who have thus far refused to share the responsibilities, financially, for its development. There has been a slip somewhere in our calculations.
