The act establishing the institution forthe education of these unfortunates was approved by Gov. Carlin,Feb. 23, 1839, the asylum to be located at Jacksonville. Theoriginal building, afterward called the south wing, was begun in1842, and completed in 1849, at a cost of about $25,000. A smallportion of the building was ready for occupancy in 1846, and onthe 26th day of January, of that year, the Institution was formallyopened, with Mr. Thomas Officer as principal.
