Among other points shows that the investment required by the city wasabout $20,000,000 less than in the McAdoo proposal for agreater mileage and that it proposed a prior lien at a definiteand reasonable rate on net earnings for $10,000,000 less privatecapital and also a larger ratio of division of surplus Sprague also pointed out a number of engineering featuresin which his proposal was very desirable as compared withothers offered to the city. STUBBS OF KANSAS At the last session of the Legislature I recommended theenactment of a public utilities law which would provide for apublic utilities commission to take the place of the presentBoard of Railroad Commissioners and enlarge its powers tocover all State-wide public utilities, using the present railroadlaw as a basis and adding thereto the best features of theWisconsin and New York public utilities laws. I now renew this recommendation to this Legislature andrecommend that you enact a law that will place all State-widepublic utilities, railroads, telegraph, telephone, street railway,pipe-line, express and Pullman companies and common carriersof all kinds under the control of a State commission havingfull authority over the issue of
