In 1898, soon after war with Spain was declared, PresidentMcKinley called on the governor of Pennsylvania for ten regi-ments of infantry and four batteries of artillery, or a total of 10,-800 troops to serve for two years. On April 28, three days afterthe call, the entire division of national guard^ reported for duty,ninety-nine per cent, of the total strength being present. T
