THE NEW SPIRIT IN DRAMAAND ART INTRODUCTORY CHAPTER WHITHER ? There is no tyranny like liberty. The desire of it hasgoverned Man ; Man is now endeavouring to governliberty. This is the spirit of to-day. Lord Acton believedthat modern history was the history of the emancipation ofconscience from the control of power. Looking back, hesaw the Divine Right of the Church being replaced by theDivine Right of the State, and this in turn by the DivineRight of the Individual. To him it was a delight to see the[State fettered and the individual free. But there is nothingnew in the transference of power ; it has been going on fromthe beginning. Ever since the world began there has beenthe question of government by force and government byconsent, of the control of the individual and control by theindividual, of authority and liberty. Possibly it is true thereis nothing new under the sun ; but we like to think there issomething new, all the same. 2 THE NEW SPIRIT IN
