It is not advisable to put anoffice manager to direct work of clearing virginforest, but it is continually being done. The former may be the better men-tally equipped; but the learning and breaking inare too expensive and take too long a time. CHAPTER XXII W^hat is Government Doin^ for the Country?. HERE exists in the State of Para twoagricultural departments, one sus-tained at great cost by the FederalGovernment, the other maintainedas a sort of ornament by the StateGovernment. It has been made possible for methrough close connection with the above-men-tioned departments to state with certainty thatabsolutely nothing agriculturally useful is beingdone for the State. I have diligently searchedto find as much as one deed of usefulness, onepractical act that has been beneficial to the Stateand its agricultural class, or even one man whohas been honestly and professionally must again ask the question: How can ashoemaker teach chemistry? Both departments are being governed by gentle-men, who, no doubt, would make an impressionin any social affair, whether it be a banquet, or afive-oclock tea, but their practical agriculturalknowledge is embryonic.
