This ended the tirstphase of the offensive and began the sec-ond and most pretentious phase, wliiehcalled for correlated action by a movingforce of 2,500,000 Teutonic troops on afront more than six hundred miles wide. The first concrete evidence of the deter-mination of the German staff to enlargethe sphere of operations came with thesudden appearance of a large body ofGerman cavalry in tlie Russian Balticprovinces. Russia apparently had neveranticipated an attack in this direction andhad prepared no adequate defenses nortliof the Niemen River, which marked thelimit of the frontier fortifications.
