Herter. The address was delivered at the annual dinner of the American Bar Association at New York City on July 15, 1957. The parts of the address referring to these subjects fol- low: "... The law can be made in differ- ent ways. The law of the sea has in a measure been strengthened through the experience and action of governments and international organizations in dealing with the Suez Crisis and its aftermath.
